Upcoming Legislation in Ukraine: Stricter Penalties for Reckless Driving

Introduction

In an effort to improve road safety and reduce the number of traffic accidents in Ukraine, the Верховная Рада (Ukrainian Parliament) is currently considering legislation that would impose harsher penalties for reckless driving violations.

According to statistics from the Ukrainian Ministry of Internal Affairs, there were over 150,000 road accidents in Ukraine in 2021, resulting in more than 3,000 fatalities and over 25,000 injuries.

Proposed Penalties

The proposed legislation would introduce a number of new penalties for reckless driving violations, including:

  • Suspension of водительское удостоверение (driver's license) for up to three years for driving under the influence of alcohol or drugs.
  • Fines of up to 10,000 гривен (approximately $340) for speeding, running red lights, and other dangerous driving behaviors.
  • Confiscation of vehicles for repeated violations or in cases where the violation posed a serious risk to public safety.

Speeding

Under the proposed legislation, drivers caught speeding would face the following penalties:

  • Fines ranging from 2,500 to 5,000 гривен (approximately $85 to $170) for exceeding the speed limit by up to 50 kilometers per hour (31 miles per hour).
  • Fines ranging from 5,000 to 10,000 гривен (approximately $170 to $340) for exceeding the speed limit by more than 50 kilometers per hour (31 miles per hour).
  • Confiscation of the vehicle for repeated speeding violations or in cases where the violation posed a serious risk to public safety.

Driving Under the Influence

Under the proposed legislation, drivers caught driving under the influence of alcohol or drugs would face the following penalties:

  • Suspension of водительское удостоверение (driver's license) for up to three years.
  • Fines ranging from 10,000 to 20,000 гривен (approximately $340 to $680).
  • Confiscation of the vehicle for repeated violations or in cases where the violation posed a serious risk to public safety.

Other Reckless Driving Violations

In addition to speeding and driving under the influence, the proposed legislation would also impose harsher penalties for other reckless driving violations, such as:

  • Running red lights.
  • Passing on the right.
  • Tailgating.
  • Driving without a license.

The proposed legislation is currently under consideration by the Верховная Рада and is expected to be voted on in the coming months.
