Regional authorities demand that the Ministry of Finance change the order of the transfer of budgetary funds

The Ministry of Finance intends to take the reverse subsidy from cities and towns

The deputies of the Lviv Regional Council adopted an appeal to the Cabinet of Ministers, the Ministry of Finance, and the Committee of the Verkhovna Rada of Ukraine on Budget with a demand to cancel the order of the Ministry of Finance “On Amendments to the Procedure for Transferring Intergovernmental Transfers from the State Budget to Local Budgets” dated December 29, 2022 No. 557.

According to the adopted decision, the said order of the Ministry of Finance cancels the transfer of reverse subsidies for 2023 to local budgets. Due to this, territorial communities will lose billions of hryvnias and will not be able to finance their own and delegated powers.

Deputies note that local self-government bodies in cooperation with the military administration carried out a large amount of work to support the army, the internally displaced population, and the economy. The adopted order of the Ministry of Finance will level all these efforts.

The deputies demand that the Ministry of Finance change the order of the transfer of budgetary funds, restore the transfer of reverse subsidies, and adopt a resolution “On Amendments to the Budget Code of Ukraine on the procedure for distributing the single tax on gambling business income”.
